The Officer's recommendation
The Officer has recommended that the application is approved with conditions. Broadly, this recommendation is based on the fact that the Officer considers that Very Special Circumstances exist to
justify the development, and these outweigh the harm to the Green Belt and other harms (such as loss of openness). The Officer's report acknowledges that "The development would
cause significant landscape and visual harm at a localised level..."

The stadium is inappropriate development on the Green Belt
As the proposal is contrary to National Policy on Green Belt the Council has stated that it will refer it the application to the Secretary of State (Angela Rayner).
This is standard procedure and we do not expect the Minister to ‘call it in’. This will, however, result in a few weeks' delay.
